Tonight's City Council: Kitemasters and Redevelopment Aches Continue

One Belmont Shore businessman will renew his kitesurfing business permit, and redevelopment concerns continue.

The City Council meeting of August 16th, 2011 will be held at 333 Ocean Blvd. and is open to the public.

Belmont Shore/Naples

  • One agenda item specific to the Shore seeks to renew a business permit for Arnaud Vuillermet, who operates a kitesurfing concession on the beach between Granada Ave. and Bayshore Ave. His current permit will expire on Sept. 1, 2011 and if approved, the new permit will be valid for the next two years, and includes stipulations about hours, areas, insurance and guidelines.

    Kitesurfing, also known as kiteboarding, harnesses the power of wind to propel the rider across the water on a specialized surfboard attached to a large kite. The calm water and steady onshore winds found along Long Beach's shoreline make it an ideal location for this sport. Vuillermet's kitesurfing business is called Kitemasters and he offers lessons, rentals and repair services.

  • Starting next month, a 20-day long construction project will resurface 1st Street from Junipero Ave. to Orizaba Ave. with asphalt made from recycled tires. This agenda item seeks to change the construction company doing the work, since Intermountain Slurry Seal, Inc. was unable to acquire the necessary air quality permit. Manhole Adjusting, Inc. will now be taking the job.

 

  • Certain boundaries between Seal Beach and Long Beach will be modified to improve service delivery boundaries and physical barriers. No residential areas will be affected, and a small amount of property tax revenue will be allotted appropriately to Long Beach.
  • Also, the proposal to increase contracting services with Bellingham Marine for the Marina Rebuild Project, which was pulled from the , was added to this week's agenda.

  • In redevelopment news, the city will vote to approve adding certain amendments to the State's Legislative Agenda, specifically two bills concurrent with state bills ABX 26 and ABX 27, which seek to across the state. , City Council voted to approve paying a $34 million fee to the state in order to keep the Long Beach Redevelopment Agency.

    The bills being addressed this week are SB 450 and AB 1250, both which seek to establish regulations for how redevelopment funds must be used. The memo from City Manager Pat West says that "a number of the provisions in these bills, and in potentially other future legislation being discussed, would have detrimental effects on redevelopment and housing in Long Beach."

    Therefore, the six amendments proposed seek to oppose certain changes that would require Long Beach to repay housing money, to support code enforcement of housing regulations and to generally "oppose other changes to redevelopment that would place a substantial burden on the Redevelopment Agency or the City of Long Beach."

 

  • The Voluntary Alternative Redevelopment Program, as approved last week, will also be voted into immediate effect. This program allows the RDA to continue with the payment of $34 million to the state.
  • The Long Beach Fire Department proposes a change to residential inspection and fire sprinkler inspection programs, making it a sliding scale fee to obtain a permit for these two safety meaures. There will be no negative impact to the budget, but it is expected to bring in revenue.

Planning Commission

  • Thursday's Planning Commission meeting has only one action item on the agenda, but it is relevant to Belmont Shore. The Planning Commission will deny an appeal request from a resident on Pomona Ave. to expand a single story house into a two story residence. The denial is based on nonconformance with city code.
