Update: Simmzy's Co-Owner to Meet Residents Tonight

As he awaits Council decision on his proposed family-style restaurant, Mike Simms takes questions from Belmont Shore residents, where alcohol sales licenses cause some concern.

Updated with changed DeLong meeting time and more details about agenda item and comparison with conditions of the last alcohol license approved.

Mike Simms, co-owner of the proposed restaurant with beer and wine license that would lease the Shore House Cafe property, will appear tonight at the Belmont Shore Residents Assn. meeting.

The establishment would be called Simmzy's, and has applied for an alcohol sales license from the state ABC, which told Patch the application is being processed and it proposes a family restaurant. Simms, or the Simms Restaurant Group (Dad Tom, and two other brothers) owns other restaurants, including The Lazy Dog Cafe and Mimi's Cafe chains, Simmzy's Pub, which says Simmzy's #2 will be in the Shore in 2012); Tin Roof Bistro, which hosts a monthly outdoor movie night on the patio, and M.B. Post, all in Manhattan Beach. He said by e-mail that he co-owns Simmzy's for Second Street with Belmont Shore resident Anne Conness.

Simms will address the residents near the start of the 6 p.m. monthly meeting at Bayshore Library. It was not immediately clear if he would take questions from the audience or just board members.

The alcohol license was on this week's City Council agenda but Councilman Gary DeLong bumped the iten to the Dec. 13 meeting due to what he called community concern. He supports Simmzy's staying open until midnight rather than 10 p.m., which was the Shore House closing time, and noted that most crime and nuisance problems have stemmed for liquor-selling operations opened past midnight.

Shore House was allowed alcohol service from 10 a.m. to 10 p.m. daily. Simmzy's is requesting to serve alcohol until midnight (12AM) daily.  The proposed conditions listed on the City Council web site also have no limit on number of televisions, serving bar, "Happy Hours" or Happy Hour promotions.
 
The most recent original ABC license in the Shore, issued in April 2011 for Boubouffe, limited alcohol serving hours from 11:30 AM to 10 p.m. Sunday through Thursday and from 11:30 a.m. to 11 p.m. on Friday and Saturday.  Boubouffe is allowed only one television, no bar or lounge area for alcohol service and no "Happy Hour" type of discount alcohol promotion.

Although DeLong led the City Council in approving a staff report examining various conditional use permits that might help curb neighborhood-reported nuisances, it has not been delivered to the City Council and he did not know it's status. But he said consideration of the Simmzy's license without it is necessary for timely consideration to the business.
