Chair Report & Discussions

Big Belly Trash Receptacles:
   - Nine new ‘Big Bellys’ installed and operational
   - Relocating or adjusting concrete trash receptacle locations
   - Maps showing locations of Big Belly and concrete receptacles provided

Employee Rider Pilot Program with LB Transit:
   - City Staff has completed request for City Council action to change the BSPBIAAC ordinance to be on the Nov 1 agenda
   - Anticipate Council action to instruct City Attorney to draft ordinance change at Nov 1 Council Mtg with final approval by end of year
   - Anticipate starting Pilot Program in late Spring or early Summer

Parking Lots – Maintenance/Upgrades
   - Commission indicated their interest in upgrading the existing chain-link fence trash enclosure in Granada Parking lot to be consistent with the newer cinderblock wall enclosures installed in the other lots.  Granada was the first lot initially redone.
   - Trying to set up meetings with various utilities to update the utility boxes in parking lots

Alley Cleaning and Sidewalk Power Washing
   - Need more info on status of bid documents/bid process
   - Discussed current contract with West Coast Power Washing and concerns with most recent alley washing.
   - Discussed option of researching another company that has scrubbing machine with hotter water.  The company is used near Rite Aid @ Cherry/Broadway.

Alley Street Sweeping
   - Public Works with try to sweep business alleys between routes on a regular schedule (at least once/month).  Waiting for proposed schedule to inform businesses to coordinate alley deliveries.

Second Street Median Horticulture Design Review and Recommendation for Upgrade
   - Plans submitted to Landscape Architect – Todd Bennett
   - Looking into funding options

Upgrading/Painting of Traffic Signal Utility Boxes
   - Interest in having City Staff investigate painting Traffic Signal Utility boxes with artistic murals
   - Concerns about cost, maintenance responsibility and  ownership of the artwork

Quiet Zone Signs
   - A request from the October 13 BSRA meeting was made to install signs on Corona, south of Second Street.  Signs are already installed on Corona & Covina north of Second Street
   - Parking Commission requested that Terence Endersen/BSRA VP investigate if the BSRA would like the Quiet Zone signs installed on ALL side streets vs one by one request which could reduce the unit costs (however increase overall costs).  Topic will be discussed at November 10 BSRA Mtg.
   - For individual resident requests (not from the Council Office), Commissioner Lorbeer requests that the resident get signatures from the residents on the street and presenting to the commission for action.

Public Comment Follow-up from prior meeting
   - Park Ave lot: Concern with trashcan lids being left open.
   - Commissioner discussed with nearby business owners who will ensure lids are closed
   - Commissioner also stated that Carpet Cleaning trucks are parking in the lots now.

Agenda Items

1.    Approved recommendation to spend $2,288 to pay balance for replacing, adjusting and repairing median tree lighting
2.    Approved alternate motion to spend up to $120,000 for replacement of approx 24 trees and repair of damaged grates/guards and repair of sidewalks and curbs on Second St and side streets to business alley.
   - Lengthy discussions on the types of replacement trees and appropriateness for the climate zone, evergreen vs deciduous, potential diseases, size of trees and root barriers, etc.
3.    Approved $1990 expenditure for holiday planting of Poinsettias in medians
   - Discussed quantifying the annual cost of seasonal plantings and preparing one motion for approval per year.
4.    Approved cost of $660 to relocate cement trash receptacles
5.    Did not approve $11,700 expenditure to pressure wash paint spill on Second Street.
   - Laid over to investigate other options:
a.    Cost of simply painting the asphalt and sharrow,
b.    Cost of slurry application and painting of sharrow
c.    Option of Public works handling the issue
6.    Received report on smart phone application presented by Tech International
   - Determined Smart Phone app would not be applicable to the Parking Commission unless it had a component related to availability of individual parking spaces
   - Existing BSBA Smart Phone app already indicates locations of parking lots
7.    Recommendation for renewal of Cash Key Sales agreement between City of LB and F&M Bank
