Gustavo Alejandre was arrested on an unrelated charge soon after the shooting but detectives determined he was allegedly involved in the shooting case, officials said.
The case will be presented to the Los Angeles District Attorney who will determine what charges will be filed, officials said.
Shortly after 3 p.m. Monday, Long Beach Police were sent to investigate a shots-fired call on Long Beach Boulevard, near Plymouth Street.
They arrived to find a man severely wounded by a gunshot.
Jesus Escapite, Jr., 23, was taken to a hospital, where he died.
Investigators determined that a blue four-door vehicle was possibly involved.
The incident was investigated as gang-related and remained ongoing, according to officials.
Investigators were led to Alejandre, already incarcerated.
